Vermont Legislators Introduce Bill to Ban Sports Betting

Some Vermont lawmakers are looking to turn the clock back on legal sports betting

Three House Representatives have proposed H. 133 to ban sports betting in the state. The bill would overturn the law legalizing the industry, shutting down the thriving market. The proposal comes just a year after sports betting went live in Vermont in January 2024.

Vermont’s first year of sports betting saw a lot of success. While overall revenue numbers failed to live up to projections, that was due to bettors winning at a higher clip. Vermont bettors were among the most successful in the country in 2024, leading to a lot of support for the industry among residents.

Many were surprised by the bill, given that the three sponsors haven’t been overly vocal. However, we know that one of their chief concerns is that the tax revenue generated comes from some of the state’s poorest residents. That is having a devastating impact on their lives, leading the trio to take action.

The bill is being reviewed by the House Committee on Government Operations and Military Affairs. 

Long Odds for Bill to Pass

Expectations for H.133 becoming law are very low. While concerns around the spike in problem gambling remain high, they are outweighed by the revenue being generated. The state missed its revenue projections in 2024 but still saw a massive handle that indicates more profitable years lie ahead. 

How much support will this proposal generate in the state legislature? If it gets a close vote in the House, it would be a warning sign for sports betting operators. While lawmakers at every level of government have called for increased regulations, none have pushed to ban the industry altogether. 

Even if H.133 fails miserably as expected, it could spark similar efforts in other states. This could lead to sports betting operators tightening their operations to protect bettors better.
