Texas Lottery Commission ED Resigns Amid Investigations

The scandal surrounding the Texas Lottery Commission (TLC) grew a little larger this week.

TLC executive director Ryan Mindell unexpectedly stepped down from his position on Monday. The move comes as several investigations into the commission’s prize distribution and lottery courier services are underway. Both Texas Governor Abbott and Attorney General Ken Paxton have ordered investigations into the group.

One of the key questions these investigations are focused on is the legality of lottery courier systems. The TLC has permitted these services, which allow residents to purchase lottery tickets on their phones. A courier will deliver the tickets, allowing people to stay home.

While Mindell has defended this practice, several lawmakers have argued that these services should be illegal. The Lottery requires that all customers be present when buying a ticket, which isn’t the case with these services. That means lottery courier service operators are operating outside of state regulations, which could lead to a scandal.

The Senate recently passed a bill banning lottery courier services, which is now pending review in the House. 

Mindell served as ED of TLC for one year, following the unexpected resignation of the previous ED, Gary Grief.

Could Lottery Scandals Affect Sports Betting Bills?

Texas remains one of the largest states that has not legalized some form of sports betting. Past attempts to legalize the industry have been met with strong opposition, led by fears of problem gambling and sports scandals. While industry proponents have made progress over the years, that could change as the Lottery deals with its own scandal.

Expect sports betting opponents to point to the state lottery when arguing against the industry. If the state is struggling to regulate its lottery, how can it be expected to regulate a legal gambling industry run by third-party operators safely and effectively? 

Time will tell what the investigations will uncover, but expect them to play a significant role in future attempts to legalize sports betting.
