Hawaii Sports Betting Passes Major Hurdle After Senate Approval

Hawaii Sports Betting Clears Senate Hurdle

Legal sports betting may soon become a reality in the Aloha State.

The Hawaii Senate has passed House Bill 1308, which would set up a regulated sports betting market. They made some revisions to the bill, which was pafantssed with a 15-10 vote. The Senate was seen as the biggest hurdle for the bill, making its odds of becoming law far more favorable.

Many industry insiders were shocked when the bill passed. While the bill had gained additional support, concerns over problem gambling led to strong resistance. That resistance has squashed previous attempts to legalize sports betting but has not faltered.

HB 1308 recently passed the influential Senate Ways and Means Committee, but several members that voted in favor took time to express reservations over the industry. That showed their support for a Senate Floor vote was far from certain, but the bill still passed with ease.

The bill will now return to the House, where lawmakers must vote on the Senate's revisions. If they approve them, Governor Josh Green is expected to sign the bill into law, which would also legalize the Daily Fantasy Sports industry.

Several Factors Swayed Opponents in 2025

The surprising result of the Hawaii Senate vote was primarily due to two key factors.

The first is the growing belief that many Hawaiians are already betting on sports. Offshore sportsbooks have been operating in the US even before PASPA was overturned, giving Americans a chance to wager real money. That is fueling a silent rise in problem gambling, which a regulated market could help address.

The other factor is the rise of sports prediction markets. Trading platforms offer these and exist outside of gambling rules. That means Hawaiians can bet on events without the taxes and regulations from the sports betting industry. 

These factors led several key lawmakers to believe that sports betting had already arrived in Hawaii, making legalization a prudent decision.
